Dehradun, August 14, 2025 – In a major policy push, the Uttarakhand Cabinet led by Chief Minister Pushkar Singh Dhami on Wednesday approved a series of significant proposals, including job reservations for former Agniveers, stricter penalties for forced religious conversions, and compensation for families affected by the Lakhwar Hydroelectric Project. A total of 26 proposals were cleared in the meeting, covering key sectors such as law enforcement, infrastructure, energy, and social welfare.
The Cabinet gave its nod to the ‘Agniveer Horizontal Reservation Rules 2025’, which provide up to 19 percent horizontal reservation in government jobs for Agniveers completing their service by 2026. The quota will apply to direct recruitment in Group ‘C’ posts across state services, including departments employing platoon commanders, police constables, firemen, and second officers. Officials said the measure is aimed at easing the transition of Agniveers into civilian life after their tenure under the Agnipath scheme.
Equally significant was the passage of the Uttarakhand Freedom of Religion (Amendment) Bill 2025, which introduces stringent punishment for forced or fraudulent religious conversions. The amendment provides for up to 10 years of imprisonment for general violations, five to 14 years for sensitive cases, and up to 20 years with heavy fines for the most serious offences. The bill also brings digital misinformation under the scope of coercion and includes measures to ensure the safety and protection of victims.
In another key decision, the Cabinet approved revised compensation for families displaced by the Lakhwar Hydroelectric Project. The compensation will now be calculated based on the Nainbagh circle rate, which officials said would ensure fairer and enhanced remuneration to affected residents.
Describing the approvals as “progressive steps towards maintaining social harmony, honouring national service, and ensuring equitable development for all sections of society,” Chief Minister Dhami said the proposals will be tabled in the upcoming legislative session for final approval and implementation.
