Reaching Quality Healthcare to the Last Person Is Government’s Priority: Chief Minister

Chandigarh, January 9 — Haryana Chief Minister Nayab Singh Saini on Friday said that ensuring access to quality healthcare for every citizen, especially the last person in the queue, remains the government’s top priority. He made these remarks while interacting with representatives of the health sector during the second session of a pre-budget consultation meeting held at Surajkund in Faridabad ahead of the state budget for the financial year 2026–27.
Extending New Year greetings to the participants, the Chief Minister described the meeting as a meaningful opportunity to shape the future of the health sector in Haryana. At the beginning of the session, he paid tribute to Raja Nahar Singh on his martyrdom day.
Several ministers, legislators, senior officials, and health sector stakeholders were present during the meeting, including Revenue and Disaster Management Minister Vipul Goel, Health Minister Kumari Arti Singh Rao, Minister of State for Food, Civil Supplies and Consumer Affairs Rajesh Nagar, and senior officers of the state government.
Speaking on the broader vision, the Chief Minister, who also holds the Finance portfolio, said that Prime Minister Narendra Modi has set the goal of making India a developed nation by 2047, and Haryana will play the role of a growth engine in achieving that vision. He recalled that Union Home Minister Amit Shah had recently launched Haryana’s Vision Document 2047 in Panchkula. He said the upcoming budget is being prepared after taking suggestions from all sections of society, making it a people-centric budget rather than just a government document.
Highlighting the importance of the health sector, the Chief Minister said it has been given priority in the pre-budget consultations this year. He described health as the foundation of citizens’ lives and said every resident of Haryana is part of his extended family. Protecting the health of this family, he said, is his foremost responsibility. He stressed that government schemes related to healthcare must not remain limited to files but should be effectively implemented on the ground to benefit the last person.
He further said that policies are effective only when health is viewed as a right rather than a facility. With this approach, the health budget was increased by 8.7 percent last year. The government now aims to achieve double-digit growth in the health budget to further strengthen health infrastructure, human resources, and service delivery.
Providing details of expenditure, the Chief Minister said that ₹6,711.82 crore has already been spent under health sector provisions in the current financial year 2025–26. As part of commitments made in the election manifesto, free dialysis services are being provided in all district hospitals. Advanced medical facilities such as CT scan, MRI, ultrasound, blood analysers, and digital X-ray machines have been made available across district hospitals. He added that private rooms have been introduced in district hospitals, day-care cancer centres are being established, and 50-bed critical care blocks are being set up in all district hospitals and government medical colleges. Modernisation of blood banks across the state is also underway to ensure safe and timely blood supply during emergencies.
The Chief Minister said that the true measure of good governance lies in ensuring healthcare services reach the last person. He urged participants to submit further suggestions over the next eight to ten days, including through a chatbot facility. Health sector representatives shared their inputs for the upcoming budget and held detailed discussions with officials on various provisions. The Chief Minister assured that all suggestions would be carefully considered and announced that stakeholders whose suggestions are incorporated in the 2026–27 budget will be invited to the Vidhan Sabha to witness the budget speech.
Senior officials and representatives from leading hospitals, medical associations, and healthcare institutions were also present at the meeting.
