Punjab Government Moves Court, Challenges BBMB Water Release as Illegal and Politically Driven

Chandigarh, May 12, 2025 : In a major development in the ongoing water-sharing dispute, the Punjab Government has filed a review petition in court, challenging the May 6 order that allowed water diversion from Punjab, calling it “wrong and misleading.”

The state government alleges that the Bhakra Beas Management Board (BBMB), acting under pressure from the BJP-led central government, is attempting to illegally divert Punjab’s water to Haryana without due process or authority.

Punjab claims that the May 2 meeting which served as the basis for the court’s earlier decision was wrongly termed a “formal” meeting and used to mislead the judiciary. According to the review petition, no official minutes of that meeting were submitted only a press note was circulated. The central government, too, reportedly failed to provide formal documentation, instead submitting only a “discussion record.”

The petition further states that BBMB had no authority to unilaterally act and its attempt to release water without formal consent or a completed decision-making process is not only procedurally flawed but illegal.

“How can an order be enforced when no final decision was ever made?” questioned the Punjab Government in its filing.

The legal move comes amid escalating political tension and mass protests in Punjab, where Chief Minister Bhagwant Mann has vowed to block any unauthorized diversion of water from the state.
