No Toll Tax for Two-Wheelers, Confirms Gadkari; FASTag-Based Annual Pass Coming from August 15

New Delhi, June 26, 2025 — Union Minister Nitin Gadkari on Thursday dismissed media reports suggesting that the government is planning to impose toll taxes on two-wheeler vehicles. Calling the reports misleading, Gadkari clarified on X (formerly Twitter) that no such proposal has been made and the current exemption for two-wheelers at toll plazas will continue.

“Some media outlets are spreading false news about toll tax on two-wheelers. There is no such plan. I condemn this kind of irresponsible journalism,” Gadkari stated firmly.

The National Highway Authority of India (NHAI) also issued a separate statement confirming that no toll is being considered for two-wheelers.

Meanwhile, the government is introducing a new FASTag-based Annual Pass System for regular commuters starting August 15, aimed at lowering toll costs. Under the scheme, road users can cross up to 200 toll plazas on national highways by paying just ₹3,000 annually, compared to the earlier average of ₹10,000.

Gadkari explained that the new system would bring the average toll cost per crossing down to ₹15 and help regular travellers save nearly ₹7,000 each year.

In an earlier clarification this April, the Ministry of Road Transport and Highways (MoRTH) had also refuted reports that FASTags would be replaced by satellite-based tolling from May 1.

Instead, the ministry is piloting a high-tech ANPR-FASTag-based Barrier-Less Tolling System at select plazas. The system uses Automatic Number Plate Recognition (ANPR) technology and Radio-Frequency Identification (RFID) via FASTags to deduct tolls without requiring vehicles to stop.

Vehicles that bypass payment protocols may receive E-Notices and risk suspension of FASTags along with VAHAN-related penalties.

NHAI has invited bids for implementing the barrier-less system, and its broader rollout will depend on user response and technical efficiency observed during the trial phase.
