Chandigarh, April 18, 2025 — Fugitive terrorist Harpreet Singh, known as Happy Passia, has been arrested in Sacramento, USA, in a major breakthrough for Indian law enforcement. Passia, wanted in multiple terror cases across Punjab, was tracked down with the help of the FBI and US Immigration and Customs Enforcement, acting on inputs from the FBI’s New Delhi office.
Punjab DGP Gaurav Yadav described the arrest as a “major milestone” in the state’s ongoing war against terrorism. Passia is known to have strong links with Pakistan’s ISI and the banned Khalistani outfit Babbar Khalsa International. He is accused of being the mastermind behind at least 16 terror-related incidents between 2023 and 2025, including grenade attacks on police stations, extortion rackets, and targeted killings.
In January this year, the NIA had announced a ₹5 lakh reward for information leading to Passia’s capture. One of the cases involved a grenade attack on the Punjab Police Intelligence Headquarters in Mohali in 2022. Passia allegedly played a key role in that plot as well as several others across the state.
Efforts are now underway to extradite him to India, where he will face prosecution. Officials have called this arrest a testament to the growing cooperation between Indian and American security agencies in combating global terror networks.
