Chandigarh (Balwinder Singh): Reviewing the ‘Vision-to-Action Plan’ under the ‘Haryana Vision@2047’ initiative in Chandigarh on Wednesday, Haryana Chief Minister Nayab Singh Saini directed officials to accelerate industrial growth by setting up dedicated startup hubs across all districts in the state. Chairing a high-level review meeting with senior officers from the MSME, Industry, Startup, and HSIIDC departments, the Chief Minister emphasized removing administrative hurdles for new entrepreneurs to generate robust self-employment and job opportunities.
Key policy decisions announced during the meeting include establishing a modern wooden zone and commercial market in Barwala to bolster local artisans, organizing district-level indigenous trade fairs, and integrating local Self-Help Groups (SHGs) directly with global e-commerce platforms like Amazon and Walmart. To streamline regulatory clearances, the state will form the ‘State Innovation & MSME Council’ alongside the ‘Startup Advisory Council Haryana,’ while reducing single-window approval timelines from 45 days down to 30 days. Furthermore, ten new industrial clusters are being established under the state’s flagship ‘PADMA’ scheme, supported by a newly created 2,000 crore rupee ‘Haryana Startup Fund of Funds.’
To strengthen rural livelihoods and female entrepreneurship, the state plans to set up specialized skill development centers across 100 high-potential rural areas, while reserving 11.5 crore rupees under the ‘Women Entrepreneurship Platform’ to mentor 500 to 600 women entrepreneurs alongside providing crèche facilities in industrial areas. The Chief Minister also announced plans to develop Kurukshetra, Hisar, and Rohtak as alternative IT hubs modeled after Thiruvananthapuram’s Technopark, while promoting green energy projects through the upcoming ‘Make in Haryana Industrial Policy 2026’ and the ‘Haryana Progressive MSME and Export Promotion Policy 2026.’
