Haryana to Emerge as Growth Engine of Viksit Bharat 2047: Chief Minister Nayab Singh Saini

Chandigarh, January 6, 2026 — Haryana Chief Minister Nayab Singh Saini on Tuesday said the state is poised to become a major growth engine in achieving the vision of Viksit Bharat 2047, with a carefully planned and consultative development strategy aligned to national priorities.
Addressing a pre-budget consultation workshop at Gurugram University Auditorium under the Haryana Vision–2047 roadmap, the Chief Minister said the state government is working in a structured manner to ensure Haryana’s contribution remains meaningful to the country’s long-term growth. He noted that the Haryana Vision Document–2047 has been prepared through extensive consultations, in-depth research and expert participation.
The Chief Minister said the pre-budget discussions for the financial year 2026–27 focused on key sectors including industry, health, information technology and education, with active participation from stakeholders and representatives of industry and manufacturing bodies. Ministers, legislators and senior officials were also present during the consultations.
Highlighting visible progress over the past 11 years, Saini said Haryana has witnessed significant developmental transformation and the government is steadily moving towards inclusive and balanced growth. He added that the state has established a Department of Future to effectively respond to emerging global changes, underlining the importance of foresight-driven governance.
The Chief Minister stressed that departmental schemes must be aligned with a clear vision and that governance should prioritise outcomes over activities. Improving the quality of life of citizens, he said, remains the government’s foremost objective. In this direction, Haryana’s Vision–2047 has been structured around six strategic pillars.
These pillars include fiscal strength and security, education along with skill development and employability, health and nutrition, agriculture with food security and environmental conservation, infrastructure development, and regional development with strengthened local governance. Saini said the state’s budget for 2026–27 will be fully aligned with these six themes to ensure policy coherence and long-term impact.
During the workshop, senior officials delivered theme-based presentations outlining sectoral priorities and strategies aimed at making Haryana a developed, inclusive and self-reliant state by 2047. Presentations covered health and nutrition, education and skills, regional development, agriculture and allied sectors, finance and security, and infrastructure development.
The pre-budget workshop was attended by senior officials, policy experts and representatives from academic institutions, including members of NITI Aayog, the Chief Secretary’s office, and Gurugram University, reflecting a whole-of-government and whole-of-society approach to future planning.
