Haryana to Develop Smart Agriculture and Smart Industrial Zones: Chief Minister Nayab Singh Saini

Chandigarh, January 23 — Haryana Chief Minister Nayab Singh Saini on Thursday announced the creation of a Smart Agriculture Zone and a Smart Industrial Zone in the state, aimed at providing special facilities to farmers and industrialists. He said the initiative would strengthen both the agricultural and industrial sectors while boosting sustainable and technology-driven growth.

The Chief Minister made these announcements while chairing a review meeting to assess the implementation status of budget announcements related to the Industries and Commerce Department made in the previous year. Industries and Commerce Minister Rao Narbir Singh was also present during the meeting.

Reviewing the progress of dormitories and single-room housing units for workers employed in factories located in IMT Manesar, Bawal and Kundli, the Chief Minister directed officials to formulate housing plans in consultation with industrial associations wherever residential facilities are required for workers. He said affordable housing near workplaces would not only improve workers’ living conditions but also enhance productivity and work quality.

The meeting was informed that the portal launched on December 25, 2025, on Good Governance Day, to regularise illegal colonies housing at least 50 factories has started yielding positive results. Industrialists are actively registering their units on the portal. Once regularised, these colonies will enable entrepreneurs to avail government schemes in a timely manner and reduce the need to visit multiple offices for departmental formalities.

Officials also informed the Chief Minister that pending issues related to plots allotted by the Haryana Urban Development Authority (HSVP) in various industrial estates have been resolved. The complete control of these plots has now been transferred to HSIIDC. Earlier, industrialists were facing difficulties in obtaining occupation certificates, project completion certificates and other approvals during the transfer process. The decision has brought major relief to industrial plot owners across the state.

The Chief Minister was also apprised that the budget announcement regarding concessional land allotment for setting up ESIC hospitals and dispensaries has been implemented. In future, land provided by HSVP, HSIIDC, panchayats and other government departments for ESIC facilities will be offered at 75 per cent subsidised rates.

It was further informed that the validity of the “Haryana Aatmanirbhar Textile Policy 2022–25” has been extended by one year till December 2026. The Chief Minister also directed officials to upgrade basic infrastructure such as sewerage, roads, drinking water supply and street lighting in older industrial areas that are now surrounded by urban settlements.

Emphasising startup promotion, Nayab Singh Saini instructed that incubation centres be established in all industrial estates to allow startups to operate at concessional rates. Officials said land has already been identified for incubation centres focused on AI and quantum computing technology in IMT Manesar, and electric vehicle and automotive sectors in IMT Kharkhoda. The process is underway to set up similar centres at other locations.

The Chief Minister also reviewed several key budget announcements, including the development of 10 new IMTs, implementation of the ‘One District One Product’ programme, development of a zero-water-wastage industrial area as a pilot project in IMT Manesar, expansion of IMT Kharkhoda, establishment of IMTs in Ambala and Mahendragarh, launch of a ‘Make in Haryana’ initiative on the lines of ‘Make in India’, and construction of a cultural centre in Gurugram. He directed officials to expedite work on all these projects.

Additionally, the Chief Minister reviewed commitments made in the government’s election manifesto and instructed departments to ensure their swift implementation.
Senior officials present at the meeting included Chief Principal Secretary Rajesh Khullar, Principal Secretary Arun Kumar Gupta, Finance Commissioner and Secretary Mohammad Shayin, Industries and Commerce Commissioner and Secretary Dr Amit Aggarwal, Director General Yash Garg, and HSIIDC Managing Director Dr Aditya Dahiya, among others.
