Chief Secretary Rastogi appreciated the performance reported by the state and called for continued coordination among departments to strengthen technology-driven criminal justice reforms.

Harsamay Portal Gets 10 Out Of 10 For Citizen Services

Haryana has also been receiving full marks on the Right to Service dashboard for the timely delivery of citizen services, officials said.

Applications received through the Harsamay portal are being processed within prescribed timelines by the major departments, according to the review meeting.

The portal has also introduced an acknowledgement receipt for registered users who submit requests to block a mobile number through their Citizen User ID. The receipt provides immediate confirmation that the application has been submitted, an official said.

The initiative is intended to improve transparency and make it easier for applicants to track the initial status of their requests.

E-Chargesheets And Digital Court Coordination

The committee reviewed progress in integrating police investigation records with the judicial system. A single-window facility for electronic filing of chargesheets has already been implemented in 10 districts, officials said.

Consultations with the district judges concerned have been completed for the remaining districts, with the system expected to be introduced there as well.

The meeting also reviewed the implementation of the Nyay Shruti system in district courts. Nodal officers have been appointed, and further guidance has been sought from the High Court to facilitate its implementation.

These initiatives are part of efforts to improve the electronic exchange of information and coordination between investigating agencies and the courts.

Rs 34 Crore Approved For Technology And Infrastructure

Officials informed the committee that the Union Home Ministry had approved approximately Rs 34 crore for Haryana to support training, infrastructure development, network connectivity and equipment procurement for the police, prisons, prosecution agencies and forensic science laboratories.

The committee also approved the procurement of 1,029 mobile data terminals and 1,700 desktop computers, including uninterrupted power supply systems, under ICJS 2.0.

The meeting reviewed the supply of additional digital equipment, including 2,489 single-fingerprint scanners, 1,688 video-conferencing and web cameras, 411 forensic evidence devices and 86 tablet-based attendance devices.

The equipment is intended to strengthen digital infrastructure and support more efficient information sharing across criminal justice institutions.

Haryana Plans Further Integration Of Digital Investigation Systems

Officials discussed proposals to connect additional digital platforms with CCTNS to improve verification and information exchange.

One proposal involves developing an application programming interface to link records of arms training certificates with the CCTNS and arms licence portal. The integration is expected to make certificate verification faster and facilitate the exchange of relevant information.

The committee also considered linking the Trakea forensic application with CCTNS. The proposed integration would allow forensic information to be shared electronically and strengthen coordination between forensic processes and police crime records.

The meeting further reviewed pending technology procurement, financial allocations and other digital initiatives aimed at improving the efficiency, transparency and integration of Haryana’s criminal justice system.

Additional Chief Secretary of the Home Department Sudhir Rajpal, Additional Director General of Police for Modernisation and Welfare Amitabh Singh Dhillon, and other senior officials from various departments attended the meeting.
