Chandigarh, December 9, 2025: The Haryana Right to Service Commission has taken a strict stand against recurring cases of incorrect average electricity billing, warning that the repeated use of the RAPDRP system as an excuse will no longer be tolerated. Officials said the commission had paused the review of such cases in 2024 after signs of improvement, but a recent surge in complaints forced it to restart active scrutiny.
During a hearing, a consumer from Mahendragarh reported that his household connection normally records between 600 and 650 units, yet he received an inflated bill of nearly ₹41,000 in May 2025. He expressed his inability to pay the amount at once. Meanwhile, the Sub-Divisional Officer failed to justify why the bill was being overhauled from 2021, and the meter reading agency had reportedly stopped recording readings after 2023. The commission noted that such issues should have been resolved at the divisional level.
The commission reminded officials that instructions had already been issued to frame a clear policy on average billing, with the revised deadline for completion set as December 31, 2025. It expressed hope that the power corporation would implement the policy soon.
In its decision, the commission stated that the compensation awarded earlier for eight faulty bills did not reflect the actual inconvenience caused to the consumer. It found that up to 23 billing cycles may have been affected, significantly increasing the justified compensation. Following the approach of the SGRA, the commission raised the compensation to ₹8,000—calculated at ₹1,000 for each billing cycle. The corporation may recover the amount from the responsible staff or the meter-reading agency, if required.
The consumer has been directed to send his bank details to the corporation’s Managing Director and the commission to ensure timely payment. The Managing Director of the Dakshin Haryana Bijli Vitran Nigam has been instructed to ensure payment compliance and submit a report to the commission by December 26, 2025.
