Chandigarh (Balwinder Singh): Haryana has established itself as a leading jurisdiction in countering cybercrime, demonstrating performance metrics that outpace national benchmarks in financial restitution and cross-border law enforcement coordination. Following a high-level review meeting presided over by Chief Secretary Anurag Rastogi, government data revealed that the state secured financial recovery directives in 38 per cent of reported cyber fraud incidents, significantly exceeding the national average of eight per cent. Utilizing the Money Restoration Module developed by the Indian Cyber Crime Coordination Centre, state authorities have successfully reimbursed ₹2.51 crore to victims of digital fraud.
Additional Director General of Police for Cyber, Charu Bali, detailed the state’s inter-state enforcement capabilities, highlighting a 97 per cent resolution rate on assistance requests processed through the Samanvaya portal. Under the newly instituted e-Zero FIR system, complaints involving financial losses exceeding ₹1 lakh submitted via the 1930 helpline are automatically converted into official filings. To date, this administrative mechanism has processed 233 e-Zero FIRs, with 204 already converted into formal police investigations. Furthermore, state cyber enforcement units removed 15,853 illicit online links through the Sahyog portal during the first seven months of the year, marking a nearly threefold increase compared to the previous year.
Focused law enforcement operations in Nuh, identified as the primary cybercrime hotspot in the region, resulted in the filing of 491 suo motu FIRs and the apprehension of 949 suspects. Specialized mobile blocking units disabled 55,323 cellular connections and deactivated 25,202 linked device identifiers. To support these technical operations, the state expanded the Haryana State Cyber Crime Coordination Centre with specialized units focused on artificial intelligence integration, dark web surveillance, and social media monitoring, while providing specialized cyber investigation training to over 10,000 police personnel.
