Haryana Notifies 42 Industry and Commerce Services Under Right to Service Act

Chandigarh, March 6 – The Haryana government has brought 42 services of the Industry and Commerce Department under the Right to Service Act, 2014, ensuring timely delivery by setting strict deadlines. The government has also designated responsible officers, first grievance redressal authorities, and second grievance redressal authorities to oversee the process.

Chief Secretary Anurag Rastogi issued a notification formalizing this decision.

Service Timeframes and Regulations

Under the Boilers Act, 1923, the registration of a boiler must be completed within 22 days, and renewal within 15 days. Modification approval will be granted within 10 days.

For the Lubricating Oil and Grease (Processing, Supply, and Distribution Regulation) Order, 1987, interim licenses and trade licenses will be issued within 20 days, with the same timeline for renewal.

Under the Indian Partnership Act, 1932, firm registration must be completed in 7 days, approval for partner changes in 3 days, and office relocation approvals within 3 days.

The Haryana Societies Registration and Regulation Act, 2012, mandates name approval in 3 days, governing body approvals in 15 days, and by-law amendments within 60 days.

Registration of an existing society, approval of the collegium plan, and firm dissolution must be completed in 15 days.

Annual mandatory filings must be submitted within 30 days, and collegium election results must be declared within 15 days.

The registration of economizers will be completed in 22 days, while boiler manufacturer and repairer certificates will be issued within 15 days. Renewal of repairer certificates will take 7 days, and boiler welder certification must be completed within 10 days.

Large and mega industrial units applying for stamp duty refunds, electricity charge exemptions, job creation subsidies, and VAT/state GST investment subsidies will receive approvals within 44 days.

IBR welding electrode manufacturing licenses and their renewals must be issued within 15 days.

Timelines for Industry Queries and Grievances

All industry-related queries must be addressed within 7 days of receiving complete details from the investor.

Any grievances and complaints must be resolved within 15 days after receiving full information.


By enforcing these deadlines, the Haryana government aims to improve efficiency, boost investor confidence, and streamline industrial processes across the state.
