Chandigarh, September 30, 2025: Haryana Irrigation and Water Resources Minister Shruti Choudhry announced that the state government has revoked the June 2020 orders concerning the transfer of certain canal systems to the Loharu Division, following farmers’ demands and delays in Local Water Services (LWS) Circle projects.
The decision, she said, was taken keeping in mind the interests of farmers and the public, ensuring efficient water management from head to tail. Reviewing the matter with department officials in Chandigarh, Choudhry highlighted that over the past five years, divided control of canals created inefficiencies in water regulation, particularly affecting farmers at the tail-end.
Under the new arrangement, the JuI, Siwani, and Hisar water service divisions will regain full control over their respective canal systems. This consolidation is expected to improve monitoring, repair, and regulation, ensuring smoother operations and timely water supply. “With canals back under their original divisions, dual responsibilities will end, accountability of officers will be clearer, and farmers at the tail-end will receive assured and timely water,” she said.
The minister also emphasized that the move would reduce duplication of staff and resources between divisions, saving costs and increasing efficiency. She termed it a farmer-centric decision reflecting policy transparency and the government’s responsiveness to ground realities.
Choudhry further informed that in Khera village of Siwani block, Bhiwani district, a new office complex, canal rest house, and staff quarters are being constructed at a cost of ₹17.54 crore. About 80 percent of the project is complete. Once operational, SDOs of Loharu, Siwani, and Mikada divisions will function from the same location, providing farmers the convenience of resolving their issues locally.
She assured that while Loharu Division headquarters will remain in Loharu for administrative continuity, the restructuring would ensure fair distribution of water, better service delivery, and improved satisfaction among farmers.
“This decision demonstrates our government’s commitment to farmer welfare and efficient water management. Alongside restoring proper canal administration, we are investing in modern infrastructure to deliver seamless services to every farmer,” Choudhry concluded.
