Chandigarh (Balwinder Singh)— In a significant reform to eliminate bureaucratic delays and ensure accountability in land governance, the Haryana government has introduced mandatory deadlines for revenue officials to process property mutation (dakhil-kharij) cases. Under the revised directive, patwaris must process mutation applications within five days, while kanungos and Circle Revenue Officers (CROs) are required to clear their respective stages within three days each.
The decision was finalized during a comprehensive review meeting chaired by Financial Commissioner (Revenue and Disaster Management) Dr. Sumita Mishra, which focused on the auto-mutation system, digital crop surveys, citizen communication platforms, and standardized land record formats. The mandated timelines will be formally codified into standard operating procedures across Haryana, supported by a specialized monitoring cell tasked with tracking pending files, troubleshooting technical bottlenecks, and resolving operational hurdles faced by field personnel.
Dr. Mishra revealed that sustained administrative interventions have resolved over five lakh mutation applications to date, leading to a substantial drop in backlogs statewide. Addressing approximately 40,000 legacy records awaiting migration from the Web-HALRIS platform, she instructed technical teams to complete system test checks within two days. Upon verification, all pending historical files must be migrated into the upgraded digital environment within 10 days, followed by prioritized clearance of outstanding documents.
The technological shift builds on the auto-mutation system launched on June 23, 2026, by Chief Minister Nayab Singh Saini, which seamlessly links deed registrations directly with mutation workflows. By triggering automatic processing upon registration, the mechanism removes the need for separate physical filings and minimizes routine visits to tehsil complexes, allowing landowners to track statuses and access official transcripts online in real time.
State authorities are also updating public documentation formats to improve clarity for residents and field workers. The revised Hindi mutation certificate will display clear column headers, integrate the newly allotted khewat number in column seven, and document the applicable transaction consideration amount. Concurrently, jamabandi records are being restructured to feature the hadbast number, unique land parcel identification numbers, survey coordinates, and residential addresses.
To bolster citizen engagement, the revenue administration is deploying automated WhatsApp milestone alerts for applicants while rebranding its conversational virtual assistant as “HRY-Bhumitra.” Dr. Mishra further directed the Haryana Space Applications Centre to furnish digital crop survey datasets by September 7, enabling authorities to cross-reference imagery against Meri Fasal Mera Byora submissions and reconcile seasonal agricultural reporting.
