Chandigarh, December 4 — The Haryana government has introduced major administrative reforms by revising and consolidating rules related to resignation procedures and job applications for state employees.
According to the updated instructions issued by Chief Secretary Anurag Rastogi, all previous guidelines on this matter now stand replaced. The state has taken a significant decision by removing the mandatory requirement of a No Objection Certificate (NOC) for government employees who have not executed any service bond and wish to apply for another post within the Haryana government. Such employees can now apply directly to recruitment bodies like the Haryana Public Service Commission and the Haryana Staff Selection Commission, provided they inform their department head before the application deadline. This step will eliminate delays for in-service candidates seeking new opportunities.
For the first time, the government has also introduced the provision of technical resignation. Under this rule, temporary employees selected for another post within the state can join the new role without serving a notice period or paying salary in lieu of notice, as long as they are bond-free and not facing any disciplinary inquiry. This will ensure smoother inter-departmental movement of employees.
However, employees who have executed a bond must still obtain an NOC before applying. If the employee is willing to continue the bond in the new department, the NOC may be issued with conditions. Temporary employees appointed through recruitment agencies who later get selected for another post within the state must submit a technical resignation. A notice period will apply only if they applied without the mandatory NOC. Permanent employees will be relieved as per rules and their lien will remain protected.
For jobs outside Haryana — including applications to UPSC, SSC, the Government of India, or other state governments — obtaining an NOC remains compulsory. If an NOC is not taken, the employee must resign with one month’s notice, and lien protection will not apply.
Forwarding advance copies of applications to recruitment agencies will remain valid, provided the required NOC is submitted later. All departments have been instructed to forward such applications within one week, failing which action will be taken against the responsible officers. Establishment branches will monitor adherence to these timelines.
For regular employees, a one-month notice or salary in lieu of notice will continue to be mandatory, except in cases where exemptions apply — such as technical resignation, inter-departmental absorption, or instances where the application was sent before joining service. The revised guidelines also clarify rules related to leave during notice period, withdrawal of resignation, reappointment under special circumstances, benefits of previous service, and mandatory resignation for employees contesting elections.
