Haryana CM Nayab Singh Saini Highlights Government’s Focus on Farmers, Women, Youth, and Social Justice

Chandigarh, October 17 — Haryana Chief Minister Nayab Singh Saini emphasized that the current state government is fully committed to the welfare and holistic development of farmers, the poor, youth, and women. Speaking at a state-level event in Panchkula marking one year of the present government, CM Saini said the administration’s policies are clear, intentions transparent, and development in the state is progressing at triple speed under the leadership of Prime Minister Narendra Modi. The government is working with the ethos of Sabka Saath, Sabka Vikas, Sabka Vishwas — ensuring inclusive growth and public trust.

Empowering Scheduled Castes and Marginalized Communities
CM Saini highlighted that historically marginalized Scheduled Castes have now been empowered with their rights, including participation in government jobs, and elections to panchayats and local bodies. Backward Class-B communities have been given reservations in Panchayati Raj institutions and urban local bodies, with 5% reserved for Sarpanch positions and 50% for other posts based on population. The government also granted 1,700 villages land rights to the Prajapati community for running earthen pot businesses, ensuring no obstacles to their trade.

Amendments to the Haryana Gram Shamlat Land Act, 1961, now allow tenants on panchayat or municipal land for over 20 years to obtain ownership by applying to the Deputy Commissioner at 1.5 times the collector rate.

Renewable Energy Initiatives
Under the PM Surya Ghar free electricity scheme, the state aims to install 2 KW solar systems on rooftops by March 31, 2027. So far, 37,825 solar systems have been installed, with additional subsidies available for 3 KW systems. Over the past 11 years, 161,837 solar pumps have been provided to farmers, including 33,553 in the past year alone.

Social Welfare Programs
Through the Dayalu Scheme, 8,299 eligible families with annual incomes up to ₹1.80 lakh received ₹309.67 crore in financial assistance. Additionally, under the Mukhyamantri Vivah Shagun Yojana, girls from economically weaker families received up to ₹71,000 for their marriage.

Farmer Welfare and Agriculture Initiatives
CM Saini reiterated that farmers remain central to government policies. All crops are procured at MSP, with ₹1.54 lakh crore directly credited to 12 lakh farmers’ accounts over the last 11 seasons, ensuring payments within 48 hours of sale. A bonus of ₹2,000 per acre totaling ₹1,345 crore was given for Kharif crops affected by low rainfall. Over the last 11 years, compensation and crop insurance payments have exceeded ₹15,000 crore. The Haryana Agricultural Land Lease Bill, 2024, restores trust between tenants and landowners, and strict laws penalize the sale of fake fertilizers, seeds, and pesticides. The government’s Bhavantar Bharpai scheme supported nearly 30,000 farmers with ₹135.37 crore incentives. Flood-affected farmers in 6,397 villages covering 31 lakh acres have begun receiving compensation through the state portal.

Transparent Recruitment and Youth Empowerment
Haryana’s public recruitment transparency model has become a national example. Group C and D recruitments now exclude interviews, ensuring selection purely on merit. Over the past year, 33,949 youth were recruited transparently, and approximately 17,000 positions are ongoing. Additionally, 1.2 lakh youth have received employment security through Haryana Kaushal Rozgar Nigam. Under the Mudra Yojana, 42 lakh youths received loans totaling over ₹45,000 crore. The newly formed Foreign Cooperation Department facilitates overseas education and employment, with 176 youth already sent abroad, and 37,000 passports issued free to students.

Youth, Health, and Fitness Initiatives
Divyang youth can access loans up to ₹5 lakh without collateral to start businesses. To promote health, the government is establishing gyms in rural areas — 337 indoor gyms have been set up across 19 districts at a cost of ₹69 crore. Education from schools to universities is being integrated with skill development in line with the National Education Policy.

CM Saini concluded by emphasizing that all government policies prioritize inclusive development, social justice, economic empowerment, and the creation of opportunities for youth, women, and marginalized communities in Haryana.
