Haryana CM Nayab Singh Saini Launches CMVR Certification and Custom Hiring Centre for Farmers

Chandigarh, February 15, 2025 – Haryana Chief Minister Nayab Singh Saini announced that the Northern Region Farm Machinery Training and Testing Institute in Hisar will now issue Central Motor Vehicles Rules (CMVR) certification for agricultural tractors. This move will benefit agricultural manufacturers across North India by streamlining the certification process.
Additionally, a Custom Hiring Centre has been inaugurated at the institute, allowing small and marginal farmers to rent advanced farming equipment such as rotavators, super seeders, land levelers, ploughs, and trolleys. This initiative aims to improve farm productivity and ease the financial burden on farmers.

Krishi Darshan Exhibition 2025
Speaking at the Krishi Darshan Exhibition, organized by Agri India Exhibition in Karnal, CM Saini emphasized that the event will promote agricultural mechanization and educate farmers about modern farming techniques. He urged agricultural machinery manufacturers to develop affordable and farmer-friendly technology.
The Chief Minister recalled the evolution of the slogan “Jai Jawan-Jai Kisan”, first extended by Atal Bihari Vajpayee to “Jai Jawan-Jai Kisan-Jai Vigyan”, and later expanded by Prime Minister Narendra Modi to “Jai Jawan-Jai Kisan-Jai Vigyan-Jai Anusandhan”, highlighting the role of research and innovation in agriculture.

Government Support for Farmers
CM Saini encouraged farmers to adopt new technologies, improved seeds, and organic farming. He urged them to focus on water conservation through sprinkler and drip irrigation, mentioning that the Haryana government offers subsidies of 70-80% on these systems.
He reaffirmed the government’s commitment to making Haryana a prosperous, modern, and self-reliant agricultural state.

Increased Budget and Compensation for Farmers
Comparing the pre-2014 Congress administration with the current government, CM Saini highlighted the increase in compensation for crop losses.
Before 2014: ₹1,155 crore allocated for crop loss compensation.
2014-2025: ₹13,500 crore provided to Haryana farmers.
Similarly, the central agricultural budget has increased from ₹25,000 crore (before 2014) to ₹1,25,000 crore under PM Modi’s leadership.
“Our goal is to ensure every farmer prospers and receives the full benefits of their hard work,” said CM Saini.
