Haryana CM Directs Police to Strengthen Community Engagement and Address Public Grievances

Chandigarh, September 19, 2025 — Haryana Chief Minister Nayab Singh Saini on Friday directed senior police officials across the state to step up community outreach efforts and ensure prompt resolution of public grievances.

Saini said that the foundation of effective law enforcement rests on public trust. He stressed that every police officer, from commissioners to DSPs, must remain deeply connected with citizens’ concerns. Greater interaction with villagers, youth, and local communities, he said, would help tackle pressing issues such as drug abuse and criminal activity.

Highlighting the importance of community presence, the Chief Minister underlined that maintaining open communication with residents and listening to their problems should be a key responsibility of the police. He urged officials to adopt a citizen-friendly policing model where swift grievance redressal forms the backbone of law enforcement in the state.

To ensure effective implementation, Additional Chief Secretary (Home) Dr. Sumita Misra issued detailed instructions to all senior police officers, including Commissioners, Inspectors General, DCPs, SPs, and ACPs/DSPs.

The guidelines mandate officers to conduct regular field visits, including compulsory overnight stays in villages, to strengthen their engagement with local communities. Grievances related to other government departments are to be promptly forwarded to deputy commissioners or concerned authorities for early resolution. Officers are also required to submit detailed night stay reports via the Haryana Human Resource Management System (HRMS) application, following established SOPs.

In order to formalize citizen-police interactions, officers must allocate fixed office hours for public meetings. They are instructed to be available in their offices on working days from 11 am to 12 noon and from 3 pm to 4 pm to hear complaints and ensure their transparent resolution.

The Home Department has also strengthened monitoring mechanisms, requiring officers to submit fortnightly compliance reports. Officials said the initiative reflects Haryana’s commitment to building a more responsive and community-oriented policing system that prioritizes citizen welfare, enhances accountability, and strengthens public trust through direct engagement.
