Haryana Chief Secretary Reviews Implementation of Post-Matric Scholarship Schemes

Chandigarh, April 15 – Haryana Chief Secretary Anurag Rastogi on Monday conducted a review of the implementation of post-matric scholarship schemes for Scheduled Caste (SC) and Other Backward Class (OBC) students. These centrally-sponsored schemes are currently being executed through seven departments: Higher Education, Technical Education, Medical Education and Research, Skill Development and Industrial Training, Animal Husbandry and Dairying, AYUSH, and School (Secondary) Education.

Emphasizing timely disbursement, Rastogi directed all concerned departments to clear pending scholarship cases at the earliest. He also instructed the School Education Department to fully utilize the Component-I of the Pre-Matric Scholarship Scheme for SC and OBC students funded by the central government, highlighting its importance in supporting school-level education for underprivileged communities.

Rastogi stressed that utility certificates must be submitted promptly to ensure timely fund reimbursements from the central government. To enhance transparency and accountability, he directed mandatory Aadhaar-based biometric e-KYC for all institutions, district nodal officers, and state nodal officers involved in implementing these schemes.

Reaffirming the state’s commitment, he said no eligible student should be denied access to education. Departments must coordinate better to ensure smooth and effective delivery of benefits under these schemes.

Additional Chief Secretary of the Medical Education & Research Department, Sudhir Rajpal, shared that the department has streamlined its scholarship disbursal process to avoid delays.

Dr. G. Anupama, Additional Chief Secretary of the Welfare Department, detailed the SC Post-Matric Scholarship Scheme, stating that it is funded in a 60:40 ratio by the Centre and State. Scholarships include non-refundable fees and an annual academic allowance ranging from ₹2,500 to ₹13,500 depending on the course and whether the student is a hosteller or day scholar. Students with annual family income up to ₹2.5 lakh are eligible.

She further explained that the OBC Post-Matric Scholarship Scheme is Component-II of the PM YASASVI Scheme, also with a 60:40 funding ratio. It covers both tuition fees and academic allowance, providing annual scholarships between ₹5,000 and ₹20,000. She emphasized that beneficiary saturation and timely disbursement remain top priorities.

Also present at the meeting were Additional Chief Secretary of the Department of Youth Empowerment and Entrepreneurship Vijayendra Kumar, Director of the Welfare Department Prashant Panwar, and other senior officials from various departments.
