Haryana CEO Directs 11 Unrecognised Political Parties to Submit Election Expense Details

Chandigarh, October 1 — Haryana’s Chief Electoral Officer (CEO) A. Srinivas has directed 11 unrecognised registered political parties in the state to submit their election expenditure reports and audited accounts by October 13, 2025, after failing to do so within the prescribed timelines.

Srinivas emphasized that in a democracy, the electoral process is of utmost importance, and under the Representation of the People Act, 1961, all registered political parties must submit their annual audited accounts and election expense statements to the Election Commission of India (ECI) within stipulated deadlines. For assembly elections, expenses must be reported within 75 days, and for Lok Sabha elections, within 90 days.

According to the CEO, these 11 parties — registered up to December 2018 — have not submitted audited accounts for the last three financial years (2021–22, 2022–23, and 2023–24). They also failed to submit expenditure reports despite contesting elections.

The concerned parties have been asked to file the required documents and written submissions with the CEO’s office at Sector 17-B, Chandigarh, by October 13. They will also be given an opportunity for a hearing on October 16, 2025. Failing compliance, action will be taken as per ECI guidelines.

The list of defaulting unrecognised political parties includes: Aadarsh Janata Seva Party (Karnal), Aapki Apni Adhikar Party (Faridabad), Aarakshan Virodhi Party (Faridabad), Ambedkar Samaj Vikas Party (Yamunanagar), Rashtriya Janshakti Party (Eklavya, Panipat), Rashtriya Jatigat Aarakshan Virodhi Party (Sonipat), Rashtriya Lokswaraj Party (Karnal), Rashtriya Sahara Party (Gurugram), Republican Backward Congress (Charkhi Dadri), Sarv Jan Samaj Party (Nand Kishore Chawla, Hisar), and Tola Party (Palwal).

Srinivas underlined that compliance with financial disclosure norms is crucial for transparency and accountability in the electoral system.
