Chandigarh, January 27, 2026: Haryana Chief Minister Nayab Singh Saini on Tuesday said the upcoming state budget would bring a sense of confidence and hope to every citizen, asserting that it would reflect public aspirations rather than being a mere collection of figures.
Addressing a pre-budget consultation meeting on the Haryana Vision 2047 Action Plan in Panchkula, the Chief Minister interacted with ministers, Members of Parliament and MLAs to seek their suggestions for the 2026–27 budget. He said all inputs received from the public and elected representatives would be examined seriously to ensure an inclusive and future-oriented budget.
The Chief Minister said information technology and artificial intelligence would play a crucial role in preparing the budget. He informed that more than 9,000 suggestions had already been received through an AI-based application launched on January 6 as part of the pre-budget consultation exercise. As done last year, suitable suggestions would be incorporated into the budget, he added.
Saini said citizens could continue to submit their suggestions through the portal till January 31, assuring that these would be duly considered. He noted that the pre-budget consultations began on January 6, 2026, in Gurugram and concluded on Tuesday, with a total of 12 meetings held so far. Around 1,597 stakeholders were consulted across sectors, resulting in 1,513 suggestions from representatives of industry, education, women, health, farmers, sarpanches, councillors, youth and various organisations.
Emphasising public participation, the Chief Minister said the budget would belong to the 2.8 crore people of Haryana and would serve as a bridge between present needs and future aspirations. He expressed confidence that under the leadership of Prime Minister Narendra Modi, and with public trust and cooperation of elected representatives, the vision of a developed India and a developed Haryana by 2047 would be realised.
Referring to governance reforms, Saini said transparency had been strengthened over the past 11 years through e-governance, direct benefit transfer and technology-based monitoring. He criticised the opposition for questioning Haryana’s financial position, saying such remarks were driven by political frustration rather than facts.
The Chief Minister also said invitations were sent to all MPs and MLAs for the consultation meeting, but opposition leaders chose not to attend. Had they participated, they could have offered constructive suggestions for the state’s development, he remarked.
Highlighting last year’s experience, Saini said 1,592 suggestions were received during pre-budget consultations, of which 706 were included in the budget. Of these, 651 suggestions came from MPs and MLAs, with 254 ultimately finding place in the budget.
Outlining priorities, he said the government aims to increase farmers’ income, make agriculture a profitable occupation, promote water conservation and encourage natural farming. Efforts would also focus on generating new opportunities in agriculture-based industries, creating an enabling environment for youth employment, and ensuring women’s empowerment as a core governance principle. He stressed that welfare schemes would reach the poor, deprived and marginalised with full transparency.
On health infrastructure, Saini said the state was developing fully equipped hospitals in all 23 districts, offering facilities such as MRI, CT scan, digital X-ray and private wards. So far, hospitals in 10 districts have been completed, accounting for the release of 48 per cent of Ayushman Bharat funds.
He also announced that the government would establish smart zones for natural farming across 1,000 acres of land to encourage pesticide- and fertiliser-free agriculture. Additionally, a separate provision of ₹100 crore has been made to support installation of solar plants up to 3 kilowatts under the PM Surya Ghar scheme, reducing the financial burden on beneficiaries.
Several ministers, MPs, MLAs and senior officials attended the meeting and offered their suggestions for the upcoming budget.
