Haryana Best Investment Destination: CM Nayab Singh Saini at Singapore’s SING Forum; Dedicated ‘Merlion Desk’ Set Up to Fast-Track Proposals

Chandigarh (Balwinder Singh) — Highlighting Haryana’s business-friendly ecosystem, streamlined regulatory framework, and vast industrial opportunities, Chief Minister Nayab Singh Saini positioned the state as India’s premier investment destination during a fireside chat at the SING (Singapore India Network for Growth) Forum in Singapore on Sunday. Emphasizing tangible outcomes, the Chief Minister affirmed that the true success of his overseas visit lies in converting bilateral dialogues into active industrial investments on the ground.

The Chief Minister shared that prior to the delegation’s arrival, the state government had mapped out 20 to 30 leading Singaporean enterprises and conducted virtual pre-engagement sessions. During the ongoing visit, several global corporations submitted formal investment proposals and letters of intent. Saini announced that to provide dedicated, expedited clearances for these ventures, the state has instituted a specialized “Merlion Desk” operating under the Haryana Enterprise Promotion Centre (HEPC) to fast-track all proposals originating from Singapore.

Addressing industry leaders, Saini pointed out that Haryana is already home to more than 270 Global Capability Centres (GCCs) alongside an established automotive and engineering manufacturing base. He urged investors to look beyond Gurugram and the immediate National Capital Region, noting that several emerging industrial belts across the state offer ample land parcels, world-class infrastructure, and room for scalable expansion. He noted that mid-sized enterprises have the unique opportunity not just to integrate into existing supply chains, but to anchor brand-new industrial ecosystems.

Outlining recent policy interventions, the Chief Minister noted that 10 comprehensive industrial policies were rolled out in June, backed by time-bound incentive disbursals through a reinforced single-window clearance portal. Under the revised framework, eligible industrial units receive 50 percent of sanctioned incentives within the first seven working days, with the remaining balance disbursed within 45 days.

Addressing industrial resource management, Saini highlighted that water requirements for water-intensive sectors are evaluated at the project feasibility stage, with the state actively incentivizing the use of treated and recycled wastewater. In addition, Haryana has pioneered a digital land investment engine that allows investors to hover over any designated parcel on an interactive map to instantly access zoning regulations, utility connectivity, and location-specific investment details. Calling upon Singaporean business leaders to partner with the state, the Chief Minister concluded that Haryana provides the right strategic location, operational certainty, and scale for global companies looking to write their next chapter of growth in India.
