Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini has announced financial incentives for doctors, healthcare workers, and Ayushman Mitras at state-run hospitals that register a higher patient footfall under the Ayushman Bharat and Chirayu health coverage initiatives. Presiding over a review meeting of the health department at the Haryana Civil Secretariat on Tuesday, the Chief Minister approved a strategic framework allowing public healthcare facilities to reinvest insurance reimbursement funds into employee incentive payouts, infrastructure upgrades, and enhanced hygiene maintenance.
Under the expanded healthcare coverage, the state government has mandated the inclusion of diabetic retinopathy treatment in standard Ayushman packages, making specialized injection-based eye procedures fully funded for eligible patients across public hospitals. To address operational staffing challenges, the administration directed the health department to initiate open, flexible hiring models alongside regular recruitment. The policy allows specialist physicians, cardiologists, and radiologists to choose their preferred locations and contract durations, while permitting the re-employment of National Medical Commission registered retired radiologists with age exemptions where necessary.
The state is also introducing provisions to enlist private practitioners and surgeons to perform operations in public hospitals on a per-procedure or per-diem basis. Simultaneously, full-time government doctors handling heavier clinical caseloads will receive targeted performance bonuses to reward higher operational volume and improve overall patient throughput.
Administrative oversight across healthcare tiers will shift to complete digital tracking, with district hospitals, sub-divisional centres, Community Health Centres, Primary Health Centres, and health sub-centres being onboarded to an integrated online system. The setup will monitor patient workflows in real time, from front-desk registration and laboratory diagnostics to clinical consultations and pharmacy dispensing. Hospital administrations were ordered to carry out same-day repairs on malfunctioning medical machinery, with personal accountability enforced if equipment breakdowns stem from negligence.
Chief Minister Saini established a strict deadline of November 1 to open subsidized AMRIT pharmacies across all government hospitals, while issuing orders to expedite tenders for dedicated cardiac catheterization laboratories (cath labs). The review also finalized plans to elevate the Hansi sub-divisional facility to full district hospital status, instructed Deputy Commissioners to hold bi-monthly reviews of district HIV task forces alongside the Chief Minister’s own four-month audits, and tasked Chief Minister’s Good Governance Associates with monitoring hospital operations to optimize Ayushman claims processing statewide.
