New Delhi, October 31, 2025: In a major relief for vehicle owners, the Delhi government has relaxed the rules for issuing No Objection Certificates (NOC) for old diesel and petrol vehicles. The Transport Department will now issue NOCs for diesel vehicles older than 10 years and petrol vehicles older than 15 years without any time limitation — a move that reverses the earlier rule restricting NOC issuance to within one year of registration expiry.
Under the revised policy, vehicle owners can obtain NOCs from the Delhi Transport Department and re-register their vehicles in other states such as Uttar Pradesh, Haryana, Rajasthan, or Uttarakhand. This allows owners to sell or transfer their vehicles instead of scrapping them, providing much-needed financial relief to thousands affected by Delhi’s stringent pollution control norms.
Officials said the decision aims to balance environmental protection with economic fairness. While the ban on operating older vehicles within Delhi remains in force to curb pollution, the new rule ensures that citizens can retain the residual value of their vehicles by moving them outside the capital.
Transport Department officials emphasized that this move will help streamline the vehicle transfer process while supporting the government’s broader pollution control and waste reduction goals.
