Chandigarh, May 1 – Haryana Chief Minister Nayab Singh Saini today reviewed the progress of various departmental announcements made during the state budget speech. He instructed officials to ensure timely execution so that citizens can benefit from the schemes without delay.
As the Finance Minister, Saini had presented the 2025–26 state budget during the Assembly session held in March, introducing several key initiatives.
During the review, the Chief Minister laid special emphasis on strengthening healthcare services in district hospitals. He directed that community health centers (CHCs) must have specialist doctors to enhance accessibility. He stressed the need to expand diagnostic facilities such as CT scan, X-ray, MRI, ultrasound, and blood analyzers in all district hospitals. At least one hospital in each district should be upgraded with full facilities on priority.
For water conservation, he directed the restoration of existing village ponds and the construction of new ones in villages with sufficient land. He instructed identification of suitable land for building recharge wells to store rainwater, helping raise groundwater levels.
To aid students preparing for competitive exams, the CM proposed setting up e-libraries near villages in schools or other buildings. These libraries should be well-equipped with furniture and books from leading publishers. Around 950 such e-libraries are expected to be completed by August 15 this year.
Under the Swachh Gramin Mission and the state’s model village initiative, the CM ordered door-to-door garbage collection to begin. Additionally, he directed the formulation of a comprehensive plan for the development of slum areas across the state.
Highlighting the importance of water conservation in farming, the CM instructed that farmers be encouraged to use drip irrigation for horticultural crops. He also expedited the process of identifying land for an air-conditioned flower market in Gurugram. Further, he emphasized training for Farmer Producer Organization (FPO) members in food processing and market linkage at three Centers of Excellence being set up in Ambala (litchi), Yamunanagar (strawberry), and Hisar (dates).
Reviewing announcements under the Women and Child Development Department, the CM said the Kishori Shakti Yojana, currently active in Nuh district, will be expanded statewide to improve nutrition and health for girls aged 11–18. He also directed that canteens in six new working women’s hostels be managed by members of women self-help groups to promote women empowerment.
On energy security, CM Saini stressed boosting solar energy alongside conventional power sources. He reviewed the PM Suryaghar Muft Bijli Yojana, which aims to provide affordable electricity through rooftop solar panels up to 2 kW. He announced plans to personally visit a village soon to assess implementation. It was noted that 90% of villages now receive 24-hour electricity under the Mhara Gaon Jagmag Gaon scheme, with remaining villages to be covered soon.
The CM also reviewed the implementation of three new criminal laws in the state. Earlier, departments presented their action plans and timelines for fulfilling budget announcements.
Present in the meeting were Chief Secretary Anurag Rastogi, Principal Secretary to CM Arun Kumar Gupta, Additional Principal Secretary Dr. Saket Kumar, Deputy Principal Secretary Yashpal, and senior officers from various departments.
