CM Nayab Singh Saini Orders Timely Completion of Village Development Works, Reviews Panchayat Projects

Chandigarh, October 4: Haryana Chief Minister Nayab Singh Saini directed officials to ensure that ongoing development projects in village panchayats are completed systematically and within set deadlines. He emphasized that welfare schemes must reach every eligible citizen and ordered that progress reviews be conducted every 15 days.

Chairing a review meeting with ADCs, CEOs of Zila Parishads, DDPOs, and Executive Engineers of Panchayati Raj departments, the Chief Minister assessed the progress of various rural development and panchayat schemes. Development and Panchayati Raj Minister Krishan Lal Panwar was also present.

Saini instructed officials to expedite the regularization of houses built on up to 500 square yards of shamlat land by organizing Gram Sabha meetings and resolving pending cases within three weeks. He also urged the completion of property registrations under the Mukhyamantri Gramin Awas Yojana 2.0 within a month for beneficiaries who have already received ownership certificates.

Highlighting the Swamitva Yojana, Saini called for special camps to rectify errors and update land maps. He instructed that progress reports be submitted to the Financial Commissioner and Revenue (FCR) Department promptly.

The Chief Minister also reviewed the utilization of State Finance Commission grants over the past four years and directed officials to ensure 100% expenditure of allocated funds within time limits. Panchayat committee meetings are to be held every two months to monitor progress.

Emphasizing inter-departmental coordination, Saini said that all departments must work in sync to complete development projects on schedule. He stressed maintaining quality standards and regular checks of construction materials. Under the Swachh Bharat Mission (Gramin), he urged the early completion of pending solid waste management sheds and the preparation of one Gobardhan project each for Faridabad, Gurugram, Jhajjar, and Palwal districts.

The Chief Minister also ordered that the renovation of women’s chaupals and SC/BC chaupals be completed within two months and asked officials to prepare SOPs for the Drone Didi initiative and expedite plans for the Lakhpati Didi program.

He further instructed departments to identify land for Sanjha Bazaars in districts where they are yet to be established, emphasizing the “Local for Vocal” vision to promote local artisans. He also called for swift completion of works under the Pradhan Mantri Adarsh Gram Yojana.

Under the Amrit Sarovar Yojana, Saini emphasized beautification and cleanliness drives for village ponds, including pathways, benches, plantation, and other works to be completed on time. He also directed that roads be repaired promptly, white stripes painted clearly, and signboards properly maintained.

Discussing modern governance infrastructure, the Chief Minister instructed that model Gram Sachivalayas be developed efficiently, even with limited budgets, to set examples of excellence. He also called for the completion of yoga and gym halls, installation of street lights, and regular maintenance of indoor stadiums. Officials who prepare incorrect cost estimates will be held accountable and face action, he warned.

The meeting was attended by Chief Secretary Anurag Rastogi, Housing for All Commissioner and Secretary Mohammad Shayin, Additional Principal Secretary to the CM Dr. Saket Kumar, Director General of Development and Panchayats Dushyant Kumar Behera, Director of Rural Development Rahul Narwal, and CM’s OSD Rakesh Sandhu, along with officials from the Power, Labour, and HSIIDC departments via video conference.
