CM Mann Introduces Punjab Prevention of Crime Against Religious Scriptures Bill, 2025 in Vidhan Sabha

Chandigarh, July 14, 2025: Punjab Chief Minister Bhagwant Singh Mann on Monday tabled the Punjab Prevention of Crime Against Religious Scriptures Bill, 2025, in the Punjab Vidhan Sabha, reiterating his government’s unwavering commitment to curb incidents of sacrilege in the state.

Introducing the bill on the floor of the House, Mann described the issue as deeply emotive and critical, with significant implications not only for the present but for future generations. He asserted that stringent punishment for such “unpardonable offences” was urgently needed to deter criminals.

“Punjab is a sacred land of great Gurus, saints, and seers who have shown the path of mutual love and tolerance. Yet, certain anti-Punjab forces have been attempting to destroy the state’s social fabric through sacrilegious acts since 2016,” Mann said.

The Chief Minister assured that the proposed legislation had been drafted in consultation with leading legal experts to ensure robust provisions and prevent offenders from evading severe consequences. He vowed that every individual involved, whether directly or indirectly, in acts of sacrilege would face exemplary punishment.

“This is our solemn duty. We will not allow these dreaded criminals to go unpunished,” Mann stated.

Taking aim at the Congress, the Chief Minister criticized the opposition for what he called their “lack of seriousness” on the issue. Referring to incidents like Bargari and Behbal Kalan, Mann said such events had left deep scars on the collective psyche of Punjab, accusing Congress leaders of seeking more time to discuss the bill rather than taking decisive action.

Speaking to the media, Mann expressed hope that Congress leaders would come prepared when the discussion resumes on Tuesday, paving the way for unanimous passage of the bill.

The bill aims to establish stringent legal measures to prevent and punish offences related to the desecration of religious scriptures a step the Mann government says is vital to preserving communal harmony and safeguarding Punjab’s social fabric.
