Centre to Introduce Atomic Energy Bill, Higher Education Reforms & 8 Other Key Laws in Winter Session

New Delhi, November 22, 2025 — The Central government has proposed 10 new legislations for the upcoming winter session of Parliament, starting December 1, including the landmark Atomic Energy Bill, 2025, which would allow greater private-sector participation in India’s civil nuclear sector.

Key bills expected to be introduced:

  • Atomic Energy Bill, 2025, to regulate atomic energy use and open the sector to private players.
  • Higher Education Commission of India Bill, aiming to establish an independent regulatory body to grant greater autonomy and improve quality in higher education institutions.
  • National Highways (Amendment) Bill, to simplify and speed up land acquisition for national highways.
  • Corporate Laws (Amendment) Bill, 2025, revising the Companies Act and the LLP Act to boost ease of doing business.
  • Securities Markets Code Bill, 2025, which will consolidate several existing securities laws (SEBI Act, Depositories Act, and Securities Contracts Act) into a streamlined code.
  • A bill to amend the Arbitration and Conciliation Act, revising Section 34 in light of recent Supreme Court observations about company directors.

Additionally, two bills carried over from the last session are expected to be tabled for passage. The government will also present the first supplementary Budget for the fiscal year during this session, which is set to run for 15 days and conclude on December 19.
