Canada Halts Deportations to Israel Amid Escalating Middle East Conflict

Ottawa, June 23, 2025 — The Canadian government has officially paused all removals and deportations to Israel due to the rapidly deteriorating security situation in the region stemming from the ongoing Israel-Iran conflict.

The Canada Border Services Agency (CBSA) announced that an Administrative Deferral of Removals (ADR) is now in place for individuals subject to enforcement orders involving travel to Israel. The ADR policy is activated when civilians in a destination face generalized risk from armed conflict or environmental disaster, ensuring no deportation takes place until conditions improve.

The CBSA clarified that the temporary deferral does not apply to individuals deemed inadmissible due to serious criminality, security risks, or violations of human or international rights. Those individuals will still be subject to removal under existing law.

Officials emphasized that this is a precautionary measure intended to safeguard human lives as the military confrontation between Israel and Iran escalates. The Canadian government has also maintained a high-level travel advisory, urging citizens to avoid non-essential travel to Israel, Gaza, and the West Bank amid intensifying airstrikes and regional instability.

The CBSA stated that the pause would remain in effect until the agency determines it is safe to resume removals. Until then, affected individuals will not be deported or removed from Canadian soil to Israel.
