Cabinet Greenlights ₹33,660 Crore BHAVYA Scheme to Build 100 Plug-and-Play Industrial Parks

New Delhi (Gurpreet Singh) — In a major move to accelerate India’s manufacturing-led growth, the Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday approved the Bharat Audyogik Vikas Yojna (BHAVYA). The scheme, backed by an allocation of ₹33,660 crore, aims to develop 100 “plug-and-play” industrial parks across the country. These future-ready ecosystems are expected to generate approximately 15 lakh direct jobs while attracting substantial global and domestic investments. By offering pre-approved land and ready-to-use infrastructure, BHAVYA is designed to significantly reduce entry barriers for manufacturing units, MSMEs, and startups, enabling a faster transition from investment intent to actual production.

Under the BHAVYA framework, industrial parks ranging from 100 to 1,000 acres will be developed in strategic partnership with state governments and private sector players. The Central Government has committed financial support of up to ₹1 crore per acre for core infrastructure, including internal roads, underground utility corridors, and common treatment facilities. This funding also extends to value-added assets such as built-to-suit factory units, testing labs, and essential social infrastructure like worker housing. To ensure high-quality execution, the project selection will be conducted through a “challenge mode,” prioritizing proposals that are reform-oriented and aligned with the PM GatiShakti principles for seamless multimodal connectivity.

The scheme builds upon the success of industrial smart cities and focuses on creating sustainable, “no-dig” environments through integrated underground utilities and green energy adoption. In addition to core funding, the government will provide support for external infrastructure—covering up to 25% of the project cost—to ensure these parks are perfectly integrated with existing national logistics networks. By fostering cluster-based development and the co-location of industries with their suppliers, BHAVYA is set to strengthen domestic supply chains and promote balanced regional industrialization across all states and Union Territories.
