Federal sleuths subsequently carried out coordinated search operations at eight locations across Punjab and Chandigarh, seizing laptops, mobile devices, and official paperwork.
The agency has named six individuals in the case, comprising two public servants, middlemen, and associates:

According to the CBI, the accused allegedly manipulated high-level administrative functioning in exchange for illicit financial kickbacks. The agency also revealed that government functionaries leaked early drafts of official policies and administrative orders to private parties before formal issuance.
Following the formal booking, CBI teams conducted simultaneous raids across Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur, and Jalandhar. Investigators are currently examining the recovered digital devices and paper records for proof of bribery and undue influence.
