New Delhi (Rajeev Sharma): A latest report released by the Canadian Security Intelligence Service has highlighted concerns about a small network of Khalistan-linked extremists allegedly using Canada as a base to raise funds and support unlawful activities abroad, including in India.

The “Public Report 2025” outlines that while the number of such individuals is limited, their activities fall under the category of politically motivated violent extremism. The agency noted that these elements often seek donations under religious or community initiatives, but a portion of the collected money is suspected to be redirected towards violent operations.

The report underlines that peaceful advocacy for a separate state is protected under Canadian law. However, it draws a clear distinction between lawful expression and actions involving violence, illegal financing, or radicalisation, which are treated as national security threats.

It also references past incidents such as the Air India Flight 182 bombing, describing it as a reminder of the potential consequences of unchecked extremist networks operating across borders.

Apart from extremism, the report flags wider concerns including foreign interference, misuse of financial systems, and the growing role of digital currencies in concealing transactions linked to illegal activities. Authorities have also stepped up monitoring of such financial flows in coordination with regulatory bodies.

The findings have been submitted to the Canadian government for further review. Officials are expected to examine the report closely and consider additional policy measures aimed at curbing extremist funding and strengthening national security safeguards.
