CM Nayab Singh Saini directs 15-day deadline for clearing pending files on CFMS

Chandigarh (Balwinder Singh): Haryana Chief Minister Nayab Singh Saini on Thursday, April 16, 2026, issued strict instructions to state officials to ensure the swift disposal of all files pending on the Comprehensive Financial Management System (CFMS) portal. Chairing a review meeting of the Human Resource Module at the Civil Secretariat in Chandigarh, the Chief Minister emphasized that administrative delays hinder the state’s progress and must be eliminated as a top priority. He mandated that all pending files be processed through the portal within a maximum timeframe of 15 days to maintain the momentum of development works.

During the meeting, the Chief Minister underscored the importance of accountability and transparency in governance. He directed all departments to conduct detailed reviews of pending cases at their respective levels and hold the concerned officers accountable for any lapses. He also stressed the need for periodic updates on the portal to ensure that the workflow remains transparent and efficient. To further modernize administrative processes, CM Saini called for the full implementation of ‘e-office’, noting that it would significantly enhance the speed and efficiency of the state’s executive functions.

Regarding human resource management, the Chief Minister instructed officials to adopt all 18 modules under the Human Resource Management System (HRMS) across all departments to ensure uniformity. He reviewed the progress of HRMS 2.0 and the status of related legislative notifications, setting clear timelines for their implementation. Emphasizing a performance-based culture, he suggested that officers and employees demonstrating exceptional diligence should be encouraged, while those showing negligence should face strict action. The meeting was attended by senior officials including Chief Secretary Anurag Rastogi and Director General of Treasury and Accounts, CG Rajinikanthan.
