Chandigarh, January 7, 2026 — Haryana Chief Minister Nayab Singh Saini on Wednesday said that the upcoming state budget will place strong emphasis on employment generation and industrial growth, with the objective of strengthening the economy and positioning Haryana as a leading contributor to the vision of a developed India by 2047.
Interacting with representatives from the industry and manufacturing sectors during a pre-budget consultation meeting in Gurugram, the Chief Minister said the industrial sector plays a vital role in the state’s economic progress. Keeping this in view, the government intends to make the forthcoming budget more supportive of industries while ensuring it creates maximum employment opportunities.
Saini said the purpose of pre-budget consultations is to seek meaningful inputs from stakeholders to create a more industry-friendly environment in the state. He recalled that similar consultations were held last year, resulting in valuable recommendations that helped strengthen policy decisions. Of the suggestions received earlier, 71 were incorporated into the budget.
For the financial year 2025–26, a provision of approximately ₹1,951.43 crore was made for the Industry and Labour Department, out of which ₹873.51 crore has already been utilised. He added that stakeholders are encouraged to submit their suggestions related to the budget through the AI chatbot as well.
The Chief Minister said the state government is committed to implementing budget announcements at the ground level. He noted that in the previous budget, the allocation for the Industry and Labour Department was increased by 129.37 percent to enhance its effectiveness. To support workers, land has been earmarked for the construction of dormitories and single-room accommodations, including five acres in IMT Bawal, 2.76 acres in IMT Faridabad, and 5.47 acres in IMT Sohna. He also informed that around 5,800 acres of land has been identified for the expansion of IMT Kharkhoda at a rate of ₹3 crore per acre, which will soon be brought under the Industrial Policy 2022.
Reiterating the government’s commitment, Saini said numerous suggestions were received during the consultation and assured that all practical and implementable recommendations would be carefully considered while framing the budget. He said every suggestion serves as guidance and promised personal oversight to ensure serious consideration of the inputs.
The Chief Minister also announced plans to develop a satellite city across 10,000 acres in Kharkhoda of Sonipat district, along with the establishment of a wholesale market in Rai, which has already begun attracting interest from traders. He said the government has committed to setting up an electric vehicle park as outlined in its manifesto. He further stated that the detailed project report for the Regional Rapid Transit System, estimated at ₹70,000 crore, has been completed and tenders will be floated soon. The RRTS will connect Sarai Kale Khan with Karnal and Alwar, benefiting commuters across the state. A convention centre will also be developed in Manesar. Additionally, a labour court will be set up at the Bawal mini secretariat complex at a cost of ₹26 lakh, with funds already allocated to the Public Works Department.
Speaking on the occasion, Industry and Commerce Minister Rao Narbir Singh said the Haryana government is working with a clear focus on the vision of Developed India 2047. He said industrial growth is essential for shaping India’s future as a developed nation and emphasised the crucial role of industry representatives in building a forward-looking Haryana. He praised the Chief Minister’s approach and said pre-budget consultations reflect the government’s commitment to inclusive and balanced policymaking. He also urged industry leaders to actively contribute towards environmental conservation.
Several senior leaders and officials, including legislators from Pataudi and Gurugram, senior administrative officers, and heads of key departments, were present at the meeting.
