Chandigarh, December 9, 2025: The Haryana government’s sub-committee on administrative restructuring held a key meeting in Chandigarh on Monday to review proposals for creating new districts, tehsils and sub-tehsils across the state. The meeting was chaired by Development and Panchayats Minister Krishna Lal Panwar and attended by Education Minister Mahipal Dhanda, Revenue and Disaster Management Minister Vipul Goel, and Agriculture Minister Shyam Singh Rana.
Chief Secretary Anurag Rastogi, Additional Chief Secretary (Revenue) Dr. Sumita Mishra, Additional Principal Secretary to the Chief Minister Dr. Saket Kumar and senior officials of concerned departments were also present.
After the meeting, Panwar said the exercise is being carried out under the directions of Chief Minister Nayab Singh Saini to strengthen the administrative framework and improve public service delivery. He said the government has received several proposals from public representatives and citizens to include various villages under new tehsils and sub-tehsils.
A total of 62 such proposals were discussed in detail today and examined as per the official criteria. The committee has prepared a detailed report, which will now be submitted to the Chief Minister for final approval.
Panwar also outlined the parameters required for forming new administrative units. For a sub-tehsil, the criteria include more than 10 villages, 5–10 patwar circles, a population above 60,000, an area of over 15,000 hectares, and a distance of 15 km from the sub-division headquarters.
For a tehsil, the norms include at least 20 villages, two sub-tehsils, more than five patwar circles, a population above 80,000, an area of more than 15,000 hectares, and a minimum distance of 15 km from an existing sub-division.
Similarly, for creating a new sub-division, the requirement is 40 or more villages, at least one tehsil or sub-tehsil, over 15 patwar circles, a population of 2.5 lakh or more, an area exceeding 15,000 hectares and a minimum distance of 10 km from the district headquarters.
Proposals for new districts must meet higher benchmarks, including 125–200 villages, one or two sub-divisions, one to three tehsils or sub-tehsils, a population of at least four lakh, an area of more than 80,000 hectares and a distance of 25–40 km from another district headquarters.
Panwar said these norms have been carefully applied to each proposal, and the government will take the final call after the Chief Minister’s review.
