Central Government Reportedly Approves Major Renaming of Key Institutions: Raj Bhavans to Lok Bhavans, PMO Becomes Seva Teerth

New Delhi, December 2, 2025 — According to a government announcement early Tuesday, several of India’s important constitutional and administrative institutions are being renamed, reflecting a shift toward a more people-centric and service-oriented governance model.

Under the plan, all Raj Bhavans, the official residences of state Governors, will now be called Lok Bhavans. The Prime Minister’s Office (PMO) has been renamed Seva Teerth, underscoring the government’s emphasis on service and public welfare. The Central Secretariat, long the nerve-centre of the government’s administrative apparatus, will now be known as Kartavya Bhavan, highlighting a renewed focus on duty, responsibility, and public service.

According to officials involved in the decision, the new nomenclature is intended to prompt a shift in mindset among bureaucrats and public servants: from exercising power to serving the people. The renaming is also symbolic — aimed at breaking down traditional elitist associations and reinforcing the idea that these institutions exist for citizens’ welfare.

The government has reportedly instructed all state administrations and central departments to begin using the new names immediately in all official communications, letterheads, signboards, and public documents. A transition period of six months has been granted to implement the changes completely.

Though the decision marks a substantial overhaul of nomenclature, officials say the constitutions, functions and statutory powers of the renamed institutions remain unchanged. The renaming is purely cosmetic, underpinned by a desire for institutional rebranding and renewed commitment to public service values.

If followed through, the change could mark one of the most sweeping symbolic reforms in India’s post-independence administrative history — aimed less at altering structures and more at reshaping ethos.
