SC Allows Limited Use of Green Crackers in Delhi-NCR for Diwali, Sets Strict Conditions

New Delhi (Rajeev Sharma): The Supreme Court has made a key relaxation in its earlier stance on firecracker restrictions, granting permission for the use of green firecrackers in Delhi and the surrounding NCR region ahead of Diwali — but only under carefully defined conditions and timeframes.

In its order issued this week, the court allowed green crackers to be used during a four-day window from October 18 to October 21. On Diwali day, people will be allowed to burst them only during two time slots — from 6:00 AM to 7:00 AM, and again in the evening from 8:00 PM to 10:00 PM.

The court stated that while it recognized the cultural and festive importance of Diwali, a measured and environmentally responsible approach was necessary. The bench noted that only “green crackers,” which emit reduced levels of pollutants, may be used — and that too in strict moderation.

To ensure compliance, the Court has directed law enforcement agencies to form patrolling units that will oversee the sale and use of firecrackers. Only firecrackers with official QR codes — indicating they meet green standards — are to be sold. The court made it clear that no firecrackers are to be brought into Delhi-NCR from outside regions, a move aimed at curbing the influx of illegal or polluting products.

Furthermore, the top court has instructed authorities to take firm action against violators. If vendors are found selling unauthorized or counterfeit crackers, their licenses will be suspended immediately, the court ordered.

The ruling comes at a time when Delhi’s air quality typically begins to dip with the onset of winter, made worse by stubble burning, vehicular pollution, and post-festival smoke. Authorities are already bracing for pollution spikes, and the Supreme Court’s directive aims to strike a balance between festive celebrations and public health.

With enforcement measures in place and clear boundaries set, Delhi-NCR residents are being urged to celebrate responsibly while keeping the environment in mind.
