Dehradun, October 13, 2025: The Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, held a crucial meeting at the Secretariat on Monday morning. The meeting, which lasted for over three hours, resulted in the approval of nearly eight key proposals impacting governance, development, and welfare across the state.
One of the major decisions taken was the amendment of the Uttarakhand Women and Child Development Subordinate Supervisor Service Rules, 2021. The state government also approved the upgradation of all mini Anganwadi centres to full-fledged Anganwadi centres in line with the guidelines of the Government of India.
In an important relief for residents of Dehradun’s Raipur area, the Cabinet approved limited construction permissions in the “freeze zone” declared earlier for the proposed Assembly building. Citizens will now be allowed to build houses and small shops in this zone, though the Housing Department will issue separate guidelines to regulate these constructions.
The Cabinet also approved amendments to the Uniform Civil Code (UCC) to expand the validity of certain identification documents. Apart from Aadhaar, Nepalese and Bhutanese citizenship certificates will now be considered valid, while Tibetan residents can use their foreign registration documents as valid identification.
The Personnel Department introduced a new provision allowing employees who have completed 50 percent of their service in a particular post to receive relaxation once during their career. This decision will also enable employees transferring between departments or higher posts to benefit from service relaxation rules.
A key financial decision was made concerning state-owned enterprises. The Cabinet approved a policy requiring all public sector undertakings in Uttarakhand to share 15 percent of their after-tax profit with the state government.
Additionally, the Cabinet took cognizance of the approvals earlier granted by the Chief Minister under the Culture and Legislative Department. To commemorate the 25th year of Uttarakhand’s foundation, the Cabinet announced the organization of a special Assembly session marking the Silver Jubilee celebrations. Chief Minister Dhami has been authorized to finalize the dates for the special session.
The meeting reflected the government’s focus on administrative reform, financial discipline, and inclusive growth while preparing to mark the state’s 25-year journey since its formation in 2000.
