Chandigarh, September 26 — Lok Sabha Speaker Om Birla on Thursday inaugurated a two-day training workshop on Legislative Drafting and Capacity Building, organized by the Haryana Vidhan Sabha in collaboration with the Lok Sabha’s Institute of Constitutional and Parliamentary Studies. Addressing the participants, he said that clear and transparent laws form the essence of democracy and strengthen public trust in governance.
The workshop was held at the Mahatma Gandhi State Institute of Public Administration, Sector 26, Chandigarh. Haryana Chief Minister Nayab Singh Saini, Haryana Vidhan Sabha Speaker Harvinder Kalyan, Karnataka Assembly Speaker U.T. Khadar Fareed, and Haryana Deputy Speaker Dr. Krishan Lal Middha were present on the occasion.
Om Birla highlighted Haryana’s role as a vigilant protector of democratic values, noting its remarkable progress in spiritual, cultural, industrial, and agricultural spheres. He lauded the state government’s initiatives under CM Saini, including historic achievements like the procurement of all crops at minimum support prices, benefiting farmers significantly.
Emphasizing the importance of legislation in a changing society, Birla said that laws must evolve with time, ensuring they remain relevant, effective, and citizen-centric. He stressed that India’s Constitution continues to serve as a guiding framework, reminding lawmakers of the importance of dialogue, debate, and consensus in legislative processes.
Birla pointed out the diminishing pool of experienced legislative experts and the need to pass on their knowledge to the new generation. Citing Prime Minister Narendra Modi and Union Home Minister Amit Shah, he said that regular training in legislative drafting is essential to equip officials with the skills required for effective lawmaking.
He stressed that legislative drafts must avoid ambiguity and grey areas, as clarity ensures that laws remain useful, just, and consistent with judicial interpretation. According to Birla, a robust democracy is one where discussions, debates, and even disagreements in legislatures ultimately serve public welfare.
“Every government’s priority is to ensure that the laws it enacts are welfare-oriented, protecting constitutional rights while maximizing citizens’ benefits. This workshop provides an opportunity to share ideas and perspectives to prepare better drafts that will promote public welfare and support the state’s development,” he added.
Chief Secretary Anurag Rastogi, Lok Sabha Secretary-General Utpal Kumar Singh, and officials and staff of the Haryana Vidhan Sabha were present at the workshop.
