Chandigarh, September 26 — Haryana Chief Minister Nayab Singh Saini on Thursday stressed that legislative drafting is not merely a technical exercise but a tool to strengthen democracy, make governance more effective, and bring it closer to the people. Speaking at a two-day training workshop on Legislative Drafting and Capacity Building, he said that strong and clear laws are the true foundation of any democratic system.
The workshop, organized by the Haryana Vidhan Sabha in collaboration with the Lok Sabha’s Institute of Constitutional and Parliamentary Studies, was held at the Mahatma Gandhi State Institute of Public Administration in Sector 26, Chandigarh. The inaugural session was attended by Lok Sabha Speaker Om Birla, Haryana Vidhan Sabha Speaker Harvinder Kalyan, Karnataka Assembly Speaker U.T. Khadar Fareed, and Haryana Deputy Speaker Dr. Krishan Lal Middha.
Saini said the training was not just an educational exercise but an effort to simplify, modernize, and strengthen India’s democratic traditions. He emphasized that the success of the world’s largest democracy depends not only on elections but also on the clarity, effectiveness, and public orientation of the laws it enacts. Legislators, he added, must be mindful of social justice, equality, and inclusivity while drafting laws, ensuring that every bill reflects the spirit of the Constitution.
Highlighting the need for innovation, he said the digital era has transformed governance and legislative drafting must adapt accordingly. He described legislative drafting as a process that balances constitutional values, judicial guidelines, executive needs, and public aspirations.
The Chief Minister noted that the Haryana Vidhan Sabha has been a pioneer in transparency and efficiency, leading in digitization and the adoption of e-Vidhan practices. This training program, he said, represents another major step in that direction. “Officials are the vital link between policy and law. Their responsibility goes beyond technical drafting — it is a constitutional duty to ensure that laws are just, clear, and responsive to people’s needs,” he added.
He also underlined India’s growing global recognition under Prime Minister Narendra Modi’s leadership, saying that India’s legislative and administrative practices are setting international examples. The inclusion of emerging tools such as artificial intelligence in the training highlights the government’s intent to merge tradition with technology, Saini observed.
Concluding his address, he said Haryana aims to build a governance model that is transparent, accountable, and efficient. “The strong and clear laws you draft will lay the foundation for a stronger and developed Haryana,” he told the officials.
The event was attended by Chief Secretary Anurag Rastogi, Lok Sabha Secretary-General Utpal Kumar Singh, and senior officials and staff of the Haryana Vidhan Sabha.
