Chandigarh, August 26, 2025: The Haryana Assembly, during its ongoing Monsoon Session, passed three significant bills today The Haryana Appropriation (No. 3) Bill, 2025; The Haryana Goods and Services Tax (Amendment) Bill, 2025; and The Haryana Management of Deficient Civic Amenities and Infrastructure in the Periphery of Municipal Areas (Special Provisions) Amendment Bill, 2025.
Haryana Appropriation (No. 3) Bill, 2025
The House authorized expenditure of ₹42,51,04,93,881 (over ₹4,251 crore) from the state’s Consolidated Fund for services during the financial year 2025-26 ending March 31, 2026.
Haryana GST (Amendment) Bill, 2025
This amendment aligns the state’s GST Act, 2017 with recent changes made to the Central GST Act, 2017 through the Finance Act, 2025. Key provisions include:
1. Introduction of a “unique identification marking” under a new clause to enable a track-and-trace mechanism for specified goods.
2. Clarification in Section 17 to remove ambiguity in availing Input Tax Credit (ITC) on “plant and machinery.”
3. Mandatory ITC reversal when a registered recipient benefits from a credit note issued by the supplier.
4. Requirement of 10% pre-deposit of penalty amount for appeals in cases where no tax demand is involved.
5. Addition of a new Section 122A providing penalties for violations of the track-and-trace mechanism.
6. Empowering provisions (Section 148A) for effective monitoring of supply of specified goods.
7. Clarification that supply of goods kept in SEZs or Free Trade Warehousing Zones before approval shall not be treated as supply of goods or services.
Haryana Management of Deficient Civic Amenities and Infrastructure (Amendment) Bill, 2025
Originally enacted in 2021, this law was aimed at improving civic amenities in areas outside municipal limits, including regularization of unauthorized colonies.
The amendment extends similar provisions to unauthorized industrial colonies, following the Chief Minister’s budget announcement. If at least 50 entrepreneurs operating on a minimum of 10 acres of contiguous land collectively apply through the designated portal, their units will be deemed valid industrial establishments until a final government decision.
The move is aimed at providing basic civic services and infrastructure to such industrial clusters, ensuring a healthier and sustainable working environment across the state.
