National Conference of Urban Local Bodies to Pave the Way for PM’s Vision of Developed India: Haryana CM Nayab Singh Saini

Chandigarh, July 3 — Haryana Chief Minister Nayab Singh Saini on Thursday said that the National Conference of Urban Local Bodies Chairpersons, held in Manesar, would serve as a significant step toward realizing Prime Minister Narendra Modi’s vision of a developed India by 2047.

Addressing the first-ever national conference of Urban Local Bodies (ULBs) chairpersons, CM Saini said it was a privilege for Haryana to host the event, where discussions were focused on strengthening democracy and the crucial role of urban local bodies in nation-building. “This subject nourishes the roots of our democracy and shows the path to achieving Prime Minister Narendra Modi’s vision of a developed India by 2047,” he stated.

He described urban local bodies as the “first school and nursery of democracy.” Strong democratic roots at the local level make the nation stronger, he said, adding that robust infrastructure not only provides modern facilities to citizens but also builds their trust in local governance. “A developed India and a developed Haryana will be built through developed cities,” the Chief Minister asserted. He announced that under Vision 2047, Haryana has set a target of becoming a $1 trillion economy and generating 5 million new jobs.

Plans for Five Ultra-Modern Cities

CM Saini highlighted that Gurugram has emerged as a model of urban development, and the state government is working on a plan to establish five ultra-modern cities along the 180-kilometre-long KMP corridor under the Panchgram project. This project aims to accommodate a population of 7.5 million by 2050.

Benefits through PPP Model and Digital Governance

He further stated that under the AMRUT scheme, urban infrastructure across cities is being strengthened. Haryana has created identity cards for every family, linking them with government schemes to deliver benefits directly to citizens’ doorsteps. He noted that Haryana has fully implemented the PM SVAMITVA Yojana, aimed at providing ownership rights to property holders in rural areas. Additionally, the state has launched the Nagar Darshan portal for better urban management.

Highlighting efforts to empower urban local bodies, CM Saini said Haryana is rapidly embracing e-governance. Every municipal corporation in the state is using digital portals, and Artificial Intelligence is being employed to resolve public issues. Priority areas include property tax collection, electricity bill management, and solid waste disposal. “Our government’s core mantra is both development and environmental protection,” he said, emphasizing the need for rainwater harvesting, green buildings, solar energy, and electric vehicles. He directed all urban local bodies to prepare Green Action Plans and stressed initiatives like Amrit Sarovars and the Jal Jeevan Mission to address water scarcity.

Focus on Urban Cleanliness and Affordable Housing

The Chief Minister underscored that cleanliness should not merely be a mission but a part of cultural values. While the first phase of the Swachh Bharat Mission focused on public awareness and the second on infrastructure, he said the third phase should focus on instilling cleanliness as a cultural habit. To make cities garbage-free, he stressed 100% source segregation of waste, promotion of bio-CNG, and the circular economy.

Referring to PM Modi’s vision of slum-free cities, CM Saini said that under the Pradhan Mantri Awas Yojana, over four crore permanent houses have been constructed for poor families nationwide. In Haryana, the first phase has seen the construction of 148 dormitory units for industrial workers in Kundli and Manesar industrial areas.

He called upon all stakeholders to actively participate in turning Prime Minister Modi’s dream of a developed India into reality.
