Haryana Government Fully Committed to Law and Order; Aim is to Make Haryana a “Zero Crime” State: CM Nayab Singh Saini

Chandigarh, May 20 – Haryana Chief Minister Nayab Singh Saini affirmed that his government is fully committed to maintaining law and order across the state. He instructed police and civil administration officials to work together as a team at the grassroots level to effectively eliminate crime and criminals. “My goal is to make Haryana a zero-crime state,” he declared.

Saini was chairing a state-level review meeting on crime and law enforcement at the Civil Secretariat.


The meeting was attended by Chief Secretary Anurag Rastogi, Chief Principal Secretary to the CM Rajesh Khullar, Additional Chief Secretary (Home) Dr. Sumita Mishra, DGP Shatrujeet Kapoor, DG (Prisons) Mohammad Akil, MD of Haryana Police Housing Corporation O.P. Singh, and several senior police officers including ADGP (CID) Saurabh Singh.

Crime Rate Sees Significant Drop in Haryana
The Chief Minister stated that the crime rate in Haryana has significantly declined in recent years, but added that consistent and targeted efforts must continue to eliminate it entirely. He directed police to listen to every complainant with patience, file FIRs promptly, and ensure swift action to deliver timely justice and strengthen public trust in the police.

He emphasized that no complainant should have to visit the police station repeatedly to get an FIR registered. If an FIR cannot be filed for some reason, police must clearly explain the reasons to the complainant.

Anti-Drug Campaigns Showing Positive Impact
Saini reviewed anti-drug campaigns like “Cyclothon” and awareness drives and said these initiatives have created significant awareness among youth about the dangers of drug abuse. He noted that people from all sections of society enthusiastically participated, helping keep the new generation away from drugs.

He directed the police to strengthen the campaign at the village level by involving sarpanches and local dignitaries. Addicts should be provided immediate treatment at de-addiction centres, and all such centres must be regularly inspected to ensure the availability of medicines and resources. Surveillance will also be increased in border districts and sensitive areas to disrupt the supply and demand chain of narcotics.

Repeat Offenders, POCSO Accused to Be Denied Government Benefits
Expressing concern over repeat offenders, Saini said strict action must be taken against them to send a strong message. He made it clear that those involved in heinous crimes like murder, rape, or POCSO cases – including gangsters and habitual offenders – and their families should not be eligible for any government welfare schemes. He instructed officials to prepare a proposal on this soon.

He also ordered strict monitoring of parole or furlough-released inmates to prevent them from committing new crimes during their release period.

Fast-Track Extradition of Gangsters Hiding Abroad
Reiterating his firm stance, Saini said there is no place for gangsters in Haryana. He asked police to speed up the extradition or deportation process of gangsters hiding overseas in collaboration with the Ministry of External Affairs and other central agencies.

Crackdown on Cybercrime, Public Money Protected
Reviewing cybercrime cases, the Chief Minister noted that several initiatives by the government have led to a drop in online fraud. These efforts aim to safeguard citizens’ hard-earned money. He also called for a special meeting of the State Level Bankers Committee (SLBC) to devise more effective strategies.

CCTV Network to Be Strengthened, Action on Objectionable YouTube Content
To improve surveillance in urban and semi-urban areas, Saini directed that new CCTV cameras be installed at key locations as needed, and existing ones be kept fully functional. He also instructed authorities to investigate objectionable content on YouTube channels and take strict action where necessary.

Over 4,000 Villages Declared Drug-Free: Dr. Sumita Mishra
Dr. Sumita Mishra, Additional Chief Secretary (Home), said the CM’s previous directives were implemented with full seriousness and are now yielding positive results on the ground. She highlighted that coordinated efforts have helped control crime effectively.

She reported that 4,054 villages and 859 wards have been declared drug-free. In 2,515 villages, sports events were organized, involving 1.96 lakh youth. Additionally, 2,482 public awareness programs were conducted across the state, with 16.5 lakh participants.
