Chandigarh, May 2 – Haryana Chief Minister Nayab Singh Saini today launched the Standard Operating Methods and Procedures (SOMPs) developed by the state’s Quality Assurance Authority to ensure strong, durable, and sustainable infrastructure in the state. Speaking at the event, he emphasized that these guidelines are not just a document but a visionary foundation for long-lasting infrastructure, efficient services, and good governance.
Addressing the Quality Assurance Conclave held in Panchkula, the Chief Minister congratulated the Haryana Quality Assurance Authority on completing two years of its establishment. He lauded the authority for its commendable work in a short span and also launched its official website.
He said Haryana is the first Indian state to establish such a dedicated institution focusing exclusively on infrastructure quality. Other states and central agencies are now studying Haryana’s model, which he hopes will soon evolve into a nationwide network for quality assurance.
“Quality defines character,” the Chief Minister said. “It means doing things right even when no one is watching.” He stressed that incomplete or substandard construction is more harmful than no construction at all, and that this mindset has guided the government’s decision to prioritize quality. The SOMPs will serve as benchmarks for departments, engineers, contractors, and policymakers to ensure quality in all processes.
Highlighting global examples, he explained how SOPs have reduced airline accidents and helped save lives in healthcare, likening the SOMPs to tools that ensure safety, reliability, and efficiency in infrastructure. He added that this conference marks a step toward building a strong, secure, and smart Haryana.
He stated that Haryana’s goal is for every project, service, and policy to meet international standards. The SOMPs provide a complete framework—from planning to maintenance—detailing the design process, material standards, inspection protocols, safety norms, and environmental considerations.
The Chief Minister emphasized that under Prime Minister Narendra Modi’s vision for a ‘Developed India-Developed Haryana,’ the pace of development must also be sustainable and trustworthy. He pointed out that many national infrastructure projects remain delayed due to poor planning and lack of quality checks, leading to economic loss and public safety risks. Adopting a ‘quality-first’ approach can prevent such issues.
A research and development center will also be established to promote best practices suited to Indian construction contexts. The Chief Minister announced plans to expand the Authority’s scope to include private infrastructure projects, especially those tied to government licensing, such as PPPs, private buildings, townships, and industrial parks. He said this move would enhance public trust and investor confidence, turning the Authority’s certification into a mark of infrastructure excellence.
Development and Panchayat Minister Krishan Lal Panwar said that projects often face delays and retenders due to lack of quality control, which results in supplementary budget demands. He expressed hope that under the new system, projects will be completed on time, reducing financial strain and enhancing Haryana’s reputation.
PWD Minister Ranbir Gangwa stated that ensuring quality in developmental projects is not only an economic necessity but also a moral obligation toward citizens. He emphasized that quality control measures must be strictly followed to reduce delays and cost overruns. He described the initiative as a movement for trust, development, and the foundation of a new India.
Rajeev Arora, Chairman of the Quality Assurance Authority, detailed the Authority’s achievements and its focus on planning, material quality, safety standards, and maintenance. He said 80 engineers have already been trained, and more training programs are scheduled. The Authority aims to integrate quality assurance into everyday operations beyond mere site inspections.
